AWARE’s Spay/Neuter Clinics are specifically designed to support lower-income families in NH. We provide this key health service for your animal friends at a reduced cost. Our clinic is committed to making spaying/neutering accessible and affordable, ensuring your cats receive the care they deserve.
NH Animal Population Control Program – Plan B
The Animal Population Control program offers financial aid to low-income pet owners residing in New Hampshire, enabling them to spay or neuter their cats or dogs. This initiative is a key component of the state’s efforts to combat pet overpopulation and mitigate potential risks to public health and safety, including those stemming from mid-Atlantic rabies and other related sources.
Available to: NH Residents who receive or are eligible for benefits from:
- Food Stamps
- Aid to the Needy Blind
- Medicaid
- Healthy Kids Gold
- Old Age Assistance
- AFDC
- Supplemental Security Income (SSI)
- Aid to the Permanently and Totally Disabled
Procedure/Plan B Forms:
- Go online here, call (603) 228-6755, or pick up Plan B Forms at the NH Division of Welfare District Office or NH Department of Agriculture, APC Program in Concord, NH, by calling 271-3697.
- Complete the application and send it to the address on the top of the form (State of NH) along with…
- proof of the State program you are on and…
- a copy of your NH driver’s license or official NH photo ID, if you don’t have a driver’s license.
- Wait for approval: The State will mail you your approval.
- Follow the instructions in that mail to make your appointment with a participating vet.
- Shop around and confirm with the vet that you have chosen what you can expect to be the total cost due on the day of surgery. We have learned from many people we help that this can vary greatly.
Costs:
- Pet owners pay the fee directly to the veterinarian.
- The Uncomplicated Surgery Fee covers a pre-surgical exam and up to $15 in rabies immunizations.
- Uncomplicated Surgery: $25
- In heat, pregnant spays, retained testicles, or any other extraordinary expenses will result in additional charges.

AWARE of NH Last Litter Program
Through our initiative, the Last Litter Program, we provide FREE spay/neuter surgeries for both mother and father cats if their offspring are surrendered for adoption. The kittens will receive vaccinations, be spayed/neutered, and be microchipped, they will be placed in loving homes.
